
FPS Operations Manager
About the Role
This role provides high-quality operational support to the FPS Senior Manager, helping to manage FPS payment and business services for Family Practitioner Services contractors. The post-holder will support day-to-day operations, advise on business and payment processes, and deputise for senior managers when required.
As a key member of the business delivery area, you will lead and support teams in delivering new and improved services. You will help develop proposals for customers, implement service improvements, and work closely with senior stakeholders across health and social care.
Location: Belfast (valid driving license and access to a vehicle)

Pay Rates: £22 per hour PAYE inclusive of holiday pay
Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Key Responsibilities
Service Delivery
- Lead day-to-day FPS service delivery, including business, payment, and customer-facing systems.
- Support service improvements by reviewing performance, customer demand, policies, and procedures.
- Provide advice and guidance to patients, contractors, and stakeholders on FPS-related matters.
- Build strong working relationships with commissioners, HSC teams, and other service partners.
Quality
- Maintain strong knowledge of FPS processes, relevant organisations, and contractor group requirements.
- Monitor controls, quality standards, and compliance with legislation, policies, and procedures.
- Ensure data, information management, and audit processes meet statutory and HSC requirements.
Communication and Information Management
- Analyse complex data and prepare clear reports, briefings, and presentations.
- Support regular reporting, performance monitoring, and returns for DoH, HSCB, and senior management.
- Help implement and test FPS systems, web portals, and service improvements.
- Coordinate project events, working groups, and stakeholder engagement activities.
Essential Criteria
Qualifications / Registration / Experience
- A degree or professional qualification in Business, Finance, or IT, plus at least two years’ experience in Payment, Finance, or IT, including at least one year at management level.
OR
- Alternatively, at least five years’ experience in Payment, Finance, or IT, including at least one year at management level.
Desirable Criteria
Experience
- Working knowledge of Health and Personal Social Services terms and conditions for at least one contractor group: GPs, dentists, pharmacists, or optometrists.
Skills / Abilities / Knowledge
- Ability to plan workloads, define objectives, meet deadlines, and implement action plans.
- Experience managing or leading teams to deliver results in a target-driven environment.
- Have experience in working with a diverse range of customers, both internal and external to the organisation, to achieve successful outcomes.
- Experience in the development/design of business improvement processes and procedures.
- Strong negotiation, communication, and influencing skills relevant to the role.
