Manager Medical People Services

Pay Rates: Up to Band 8C depending on experience.
Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Resourcing – Recruitment & Onboarding
- Ensure that trust processes for recruiting and onboarding doctors are effective (timely and safe) and deliver a positive experience for doctors joining
- Ensure Medical recruitment and onboarding governance is of a high, auditable standard (DBS checks, Qualifications, Right to Work & ID and health clearance is undertaken)
- Work with Lead Providers of Doctors in Training to ensure the Team are fully aware of who is scheduled to join the trust in advance of them joining to enable high levels of pre-start engagement.
- Lead on arrangements for Advisory Appointment Committees for Consultant Posts liaising with Royal Colleges and Universities as appropriate.
- Work with services to identify key areas of vacancy and develop initiatives to address these.
- Support the ongoing implementation of systems in support of effective recruitment.
- Work with internal departments (Employee Health, Workforce Information,
- Payroll, Medical Education) to ensure all support the delivery of high-quality.
- Review selection processes employed to ensure they are of high quality and assist in identifying high quality recruits who adhere to the Trust’s Values seeking to innovate where possible
Resourcing – Temporary Staffing
- With Divisions ensure the trust is able to resource temporary staff (Bank and Agency) to cover gaps cost effectively and to high levels of quality
- Oversee the operation of the Staff Bank service which recruits medical staff to it from inside and outside the organisation.
- Utilise technology (HealthRoster) to best provide a Medical Staff Bank Service to trust in association with the internal E-Rostering Team
- Work with the Trust’s Procurement Team and thereafter with Agencies that supply workers do so to high levels of quality and cost.
- Ensure Medical Bank governance is of a high, auditable standard (DBS check and re-check, Statutory and Mandatory Training is evidenced and maintained, health clearance is undertaken)
Retention
- Review the trust’s employment offer for medical staff at all levels to ensure it is as attractive as possible especially in respect of Trust Grade Posts
- Work alongside colleagues within the Engagement Team, to gather staff survey data in respect of medical colleagues (Staff Survey, GMC Survey, etc.) to understand, highlight and address issues in relation to working
- Support the work of the Guardian of Safe Working to ensure rotas deliver as a positive a staff experience as possible.
Rota Management
- Ensure rota management for Doctors in Training and Trust Grade Doctors is undertaken to high levels of quality in a timely manner through.
- Supporting the work of the Guardian of Safer Working
- Reviewing policies and procedures related to rota management.
Medical Terms and Conditions
- Ensure the trust complies with nationally agreed terms and conditions for all grades of medical staff.
- Regularly review local Terms and Conditions for Trust Doctors ensuring they are fit for purpose and support retention.
- Regularly review the contracts issued to all medical staff at the trust ensuring they are current and compliant.
- Lead on the projects to implement new Contracts and Contractual terms as and when agreed in line with national agreements.
- Regularly review the policy framework in relation to medical staff to ensure it is in date, current and adds value to the operation of the trust.
Medical Governance
- Ensure all checks on employment take place in line with NHS Employers
- Recruitment Standards and are audited and auditable.
- Ensure all in employment checks take place in line with local policies and procedures and ensure they are audited and auditable.
- Ensure that the trust’s use of Fixed Term Contracts is appropriate and risks associated with employing staff on such contracts are understood and as far as possible mitigated.
- Work with the Trust’s Risk Department to ensure all risks related to the employment of medical staff are registered on the trust’s risk register and regularly reviewed.
- On behalf of the Medical Director and Trust liaise and work with the GMC.
Qualifications
- Masters in relevant field or equivalent relevant experience
- Membership of the CIPD or equivalent demonstrable experience.
