
General Manager
JOB PURPOSE
The General Manager will support the Divisional Director in directing, guiding and leading the Business Unit Management Teams in the overall management of the Business Unit. The role will support the development of strategic plans and performance management frameworks to ensure delivery of key activity and financial targets, while engaging Clinical Managers in the management agenda, annual business planning and development of capacity and capability to deliver local and national priorities.

MAIN DUTIES AND RESPONSIBILITIES
PERFORMANCE MANAGEMENT
- Maintain performance systems that meet internal, NHS and statutory reporting requirements.
- Lead inspection and review preparation, including CQC, NHSLA and HSE compliance.
- Monitor indicators, risks and waiting-time targets, taking corrective action where needed.
- Analyse finance, activity and performance data to support business decisions.
- Oversee service delivery, governance, clinical risk and resource use.
- Participate in the Trust on-call rota and winter-pressure planning.
STRATEGIC DEVELOPMENT
- Lead service improvement, redesign and business development aligned to Trust objectives.
- Develop opportunities that sustain quality, productivity and income.
- Work with clinical, corporate and management teams to support planning and delivery.
- Promote staff involvement in service planning and change.
FINANCIAL RESPONSIBILITIES
- Set financial direction aligned with business plans and organisational priorities.
- Manage budgets, maximise income and support cost-effective services.
- Ensure efficient use of buildings, land, equipment and other resources.
- Lead business, workforce and service planning with partners.
LEADERSHIP AND WORKFORCE DEVELOPMENT
- Provide leadership, direction and development for management, clinical and workforce teams.
- Lead workforce planning, utilisation, skill mix, appraisals and consultant job planning.
- Build capability to deliver Trust strategy and improve patient experience.
- Promote equality, inclusion, staff engagement and service-user involvement in change.
CLINICAL QUALITY AND PATIENT SAFETY
- Maintain assurance systems that improve care standards, governance and patient safety.
- Deliver access, performance and clinical governance targets.
- Improve patient pathways using benchmarking, evidence and governance data.
- Minimise clinical and non-clinical risk through effective procedures.
- Oversee complaints, incidents, investigations and resulting actions.
BUSINESS OBJECTIVES
- Manage operational services, budgets and service change programmes.
- Monitor quality, income, finance, workforce and transformation performance.
- Develop clinical service and divisional plans aligned with Trust strategy and policy.
- Translate business plans into measurable targets and delivery actions.
Essential
- Degree or equivalent knowledge gained through experience or a professional qualification.
- Professional management qualification or equivalent; Masters' qualification in a management discipline is desirable.
- Significant experience in a senior management post and a successful track record of managing change in a complex environment.
- Experience leading and directing senior clinical and non-clinical teams to achieve key performance indicators.
- Knowledge and understanding of NHS policy and key changes in the NHS.
- Highly developed financial and business management skills, with the ability to support financial and operational performance.
EXPERIENCE, SKILLS AND KNOWLEDGE
- Experience developing services, identifying business opportunities, leading change and ensuring accountability.
- Understanding of commissioning dynamics and ability to work on-call.
- Strong analytical skills to assess complex finance, activity, clinical and technical data.
- Ability to oversee performance targets, drive corrective action and lead senior clinical teams.
- Ability to manage complex, multi-faceted problems.
- Strong communication, negotiation, influencing and networking skills with senior stakeholders.
- Competent use of office IT systems.
- Proven record of managing services and assessing local healthcare developments.
- Experience interpreting and implementing national and local policy.
- Ability to use clinical information to support service delivery and decisions.
- Ability to lead audit and research strategies and act on recommendations.
