Finance Business Partner (Band 6 – Part Qualified Accountant)
JOB SUMMARY
The Finance Business Partner (Band 6) will provide financial management and business support services to a range of internal BSO directorates and external HSC customers. Acting as a key member of the Finance team, the postholder will deliver high-quality management accounting, financial analysis, and business partnering services to support decision-making, financial planning, and effective budgetary control.
This is a part-qualified accountant role, requiring experience in financial management, strong analytical and Excel skills, and the ability to work collaboratively with both internal and external stakeholders. The initial appointment is for a period of at least 6 months.

KEY DUTIES / RESPONSIBILITIES
Financial Management & Business Partnering
- Support operational managers and external customers in delivering effective financial management and reporting.
- Assist in the preparation of monthly management accounts, variance analysis, and meaningful financial reports to facilitate budgetary control.
- Provide advice and support on budget setting, financial forecasting, service re-profiling, and ad-hoc financial costings.
- Monitor and report on financial performance, including preparation of customer assurance reports and service-level monitoring.
- Support development of strategies to achieve breakeven and manage financial risks.
Financial Planning & Reporting
- Assist in preparing year-end accounts and supporting schedules for internal and external reporting.
- Support the production of Board reports, management summaries, and operational financial information.
- Assist with policy implementation, DoH circulars, and other regulatory or statutory requirements.
- Contribute to continuous improvement initiatives to enhance financial reporting and service delivery.
Stakeholder Engagement
- Work closely with internal finance colleagues, operational managers, DoH advisors, Trusts, and other external agencies to deliver high-quality financial management services.
- Provide support and training to budget holders and non-financial managers on financial matters.
- Liaise with internal and external auditors as required.
Systems & Analysis
- Maintain financial systems and ensure accurate recording of budgets, transactions, and forecasts.
- Prepare, interpret, and evaluate financial and non-financial data to inform decision-making.
- Develop tools, reports, and dashboards to support business analysis and service improvement.

PERSONNEL SPECIFICATION
Essential Criteria:
- Part-qualified accountant having completed foundation-level professional accountancy exams with one of the six professional institutes (ICAEW, ACCA, CIPFA, ICAS, CIMA, ICAI).
- Minimum of 2 years’ experience in a finance/accounting role, including at least 1 year in financial management/management accounts.
- Experience working with a diverse range of stakeholders internally and externally to achieve successful outcomes.
- Advanced IT skills, particularly in Excel, and experience with financial systems (ledger and budgetary control systems).
- Strong organisational, communication, and interpersonal skills, with the ability to influence senior stakeholders.
