Job Summary
We are seeking an experienced Senior Civil Enforcement Officer (SCEO) to join the London Borough of Havering’s Highways, Traffic & Parking team. This is a key supervisory role, responsible for coordinating and leading a team of Civil Enforcement Officers, Traffic and Parking Control Officers, and SCPOs to deliver fair, consistent, and effective parking enforcement across the borough.
You will play a vital role in ensuring compliance with parking regulations, supporting operational service delivery, and providing a high-quality, customer-focused enforcement service.
Key Responsibilities
- Supervise and coordinate the daily deployment of CEOs across on- and off-street locations.
- Patrol parking areas by foot and vehicle, ensuring parking controls are enforced in line with legislation and Council policies.
- Deliver staff briefings, monitor performance, and create a positive performance management culture.
- Provide training, support, and coaching to team members to ensure enforcement actions are accurate and upheld.
- Respond effectively to public enquiries, including challenging or confrontational situations, with professionalism and courtesy.
- Manage uniforms, equipment, and consumables to ensure operational readiness.
- Record and report defects, abandoned vehicles, and provide evidence and witness statements where required.
- Promote health & safety, equality of opportunity, and uphold the Council’s values at all times.
Requirements
- At least 5 years’ operational supervision experience in civil parking enforcement, including issuing PCNs both on- and off-street.
- Strong working knowledge of parking legislation and codes of practice.
- Proven people-management skills, including handling staff absence and performance.
- Experience delivering training and ensuring accuracy of PCNs.
- Excellent communication skills, with the ability to manage challenging public interactions.
- Competence in Microsoft Office (Word, Excel, Outlook).
- A flexible approach, with willingness to work outdoors in all weather conditions and outside of core hours.
- A current clean driving licence and valid CBT (desirable).
- A Basic DBS certificate (required).
