Job Title: Senior Civil Enforcement Officer
Location: Romford

Pay Rates: £20.27 per hour PAYE inclusive of holiday pay
Hours / Working Days: 36 hours per week / Monday to Sunday, shift between 6am-10pm

The post holder will coordinate and supervise the operational element of the Parking Enforcement Team and School Crossing Patrols in accordance with service instructions and operating procedures.
Key objectives include:
- Delivering the parking service in line with statutory legislation and Council policies, ensuring compliance with parking restrictions through the effective issue of Penalty Charge Notices (PCNs).
- Promoting legal and safe parking behaviour to reduce illegal parking and improve road safety.
- Developing and maintaining effective communication and relationships with internal and external stakeholders, acting as an ambassador for the Council.
- Managing and monitoring service delivery to ensure quality, accuracy, and compliance with operational processes.
- Ensuring the efficient use of resources to deliver high-quality enforcement operations.
- Working hours: Up to 36 hours per week, including work outside normal office hours as required.
- Location: Borough-wide with some office-based duties.
Key Responsibilities
Deliver Parking Enforcement and Team Coordination
- Patrol on- and off-street parking areas on foot or using a Council vehicle.
- Ensure parking controls are observed and enforced fairly and consistently.
- Plan and coordinate the deployment of CEOs for effective enforcement coverage.
- Ensure daily tasks are carried out per service procedures and instructions.
Maintain and Deliver Operational Elements
- Manage uniform stock, consumables, and equipment.
- Deliver team briefings, updates, and operational priorities.
- Create a positive performance management culture within the team.
- Prepare and maintain the Enforcement Plan, focusing on priority areas.
- Provide witness statements for adjudication when required.
- Report signage and line defects to prevent invalid PCNs.
- Record and report abandoned vehicles observed during duty.
Monitor Outputs and Ensure Service Quality
- Ensure all enforcement equipment is operational and properly maintained.
- Maintain accurate, detailed records of activities to meet service standards.
- Analyse operational performance and agree improvement actions with staff.
Manage Self and Promote Continuous Development
- Ensure all staff wear correct uniform and ID and maintain professional standards.
- Undertake personal development and mandatory training.
- Promote safe working practices and comply with Health & Safety legislation.
- Build and maintain effective working relationships with staff, the public, and partner agencies.
- Respond courteously to public enquiries and complaints about parking enforcement.
- Collaborate with police and other stakeholders where necessary.
- Attend internal and external meetings as directed.
Experience & Requirements
- Minimum 5 years’ operational supervision experience in civil parking enforcement (on- and off-street).
- Proficient in using enforcement and processing software for issuing PCNs.
- Strong knowledge of parking legislation and associated codes of practice.
- Proven people-management skills, including managing staff absence and performance.
- Experience in training enforcement officers to ensure PCN quality and uphold accuracy.
- Ability to communicate effectively with the public, including in challenging or confrontational situations.
- IT literate with proficiency in Microsoft Excel, Word, and Outlook.
- Compliance with Health & Safety regulations and the Data Protection Act 1984 is essential.
- Maintain strict confidentiality regarding all information accessed through the role.
- Must hold or be willing to obtain a Basic DBS certificate.
- Flexible approach to work; may be required to work at any Council site or undertake duties consistent with the post but not specifically detailed in this description.
- Willing and able to work outside of standard hours, including evenings and weekends.
- Capable of working both independently and as part of a team.
- Must be willing to work outdoors in all weather conditions.
- A current, UK clean driving licence is required. You will be driving a council vehicle at times.
