Job purpose  

The Estates and Facilities Department work with a wide range of consultants for specific capital projects. The post holder will ensure that full and appropriate supervision is in place and undertaken with all staff involved with capital schemes.

Location: Redhill

Job Type: Temporary 

Duration of booking: Expected to last 3 months with possible extension

Proposed start date: ASAP

Pay Rates: £43 per hour PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Based: Office / Hospital 

 

Main duties and key responsibilities


Capital Project and Programme Management:

  • Develop, manage and implement the Trust’s Capital Programme [short and long term], ensuring alignment with the Estates Strategy and adherence to regulatory standards.
  • Provide oversight for property management activities, including leases, rent reviews, and space planning and management.
  • Accountable for estates construction, including building and plant construction / installation and/or replacement. Ensuring capital projects of work are delivered within budget and on time. 
  • Establish a standardised project management framework across capital projects, defining roles, responsibilities, and escalation paths. Implement clear project governance with KPI tracking, structured risk management, and progress monitoring.
  • Use of CAD systems for building pans
  • Responsible for maintaining the relevant capital information systems.


Compliance, Assurance, and Risk Management:

  • Ensure all capital projects comply with NHS and statutory guidelines, including Health Technical Memoranda (HTM), Health Building Notes (HBN), and CQC standards.
  • Enhanced Compliance Processes: Develop and maintain an assurance framework, conducting regular audits, risk assessments, and compliance checks across all capital projects. Document and report compliance activities as part of structured governance and audit processes.
  • Maintain a strong understanding of health and safety regulations, implementing measures to ensure safe environments and spaces for service users, staff, and visitors.


Stakeholder and Team Management:

  • Lead a team of project management professionals and external consultants, providing guidance, mentorship, and ensuring a high standard of delivery across all initiatives.
  • Develop regular communication to Trust Executives, Board members, external regulatory bodies, and NHS partners to align on project priorities, timelines, and outcomes. This will involve:
  • Provision of highly complex and technical information [e.g. building regulations / HTMs], where there are barriers to understanding.
  • Providing professional and technical expert advice on capital related programmes of work. 
  • Collaborate with Estates and Facilities, Clinical Leads, and Trust Executives to ensure alignment of capital programmes with clinical and operational needs. This will include the ability to make judgement across a wide range of complex situations [e.g. estates issues impacting on clinical activity and patient care], whilst considering national legislation including health and safety. 
  • Responsible for Trust estates construction, buildings and operations policies in collaboration with Estates and Facilities colleagues. These policies will span across the entire organisation


Knowledge, Skills and Competencies

  • Degree or equivalent and/or corporate membership of relevant professional specialist body – APM / RICS / CIBSE /CIOB / RIBA 
  • Project management qualification
  • Evidence of Continuous professional development – post graduate courses in relevant field. Master’s Degree
  • Extensive and broad experience of working with a Capital Planning department and team.
  • Extensive and broad experience within a large complex organisation managing a substantive capital development programme delivering a broad range of building / facilities, financial and strategic knowledge. PFI/PPP experience.
  • Proven experience in sustainability and carbon reduction initiatives within project planning and management.
  • Demonstrated ability to manage multi-site projects or work collaboratively across organisations in a shared services model.
  • Experience implementing a standardised project management framework and governance for consistent oversight and KPI tracking.
  • Values-based leadership experience, with a commitment to fostering an inclusive and diverse work environment.
  • Knowledge of CAD and Estates information systems
  • Experience of working collaboratively with other organisations.
  • Managing capital project budgets 
  • Has actively participated in the delivery of a complex organisational development programmes
  • Knowledge of DH capital investment manual procedures. 
  • Excellent communication skills on complex matters and in difficult situations, requiring persuasion and influence; and the ability to utilise these appropriately with a large group of stakeholders. 
  • Interpersonal and influencing skills, able to develop and maintain strong working relationships internally and externally.
