Programme Manager (Drugs and Alcohol)
This role will focus on:
Oversee the drug & alcohol deliverables in the drug and alcohol community treatment contract and associated improvement plan
Understand, evidence and implement interventions to improve outcomes for people with alcohol addictions
Drive forward activity to meet the 10 year Drug Strategy through the Combatting Drugs Partnership
Location: Suffolk (Hybrid 2 days on site)

Pay Rates: Up to £400 per hour Umbrella or £311.12 per hour PAYE inclusive of holiday pay
Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Duties
- Support the Strategic Leadership Team to develop and deliver the Public Health and Communities Strategic plan
- Effectively lead your Function by building and enabling a high-performing team and managing complex programmes of work
- Ensure the resources made available are managed effectively, innovatively, and efficiently.
- Work with and influence executive level partners and develop the wider networks and partnerships that Public Health and Communities & SCC needs to enhance its services to the citizens of Suffolk
- Support the development of professional and technical standards by maintaining effective liaison and networks
- Challenge and influence wider Suffolk System through questioning performance and delivery of outcomes and facilitating strategic priority setting
- Explore opportunities to integrate and develop effective working at a strategic level with key partners, including other public sector bodies, voluntary and community sector and providers.
- Be acutely aware of and sensitive to changes in the political environment, providing leadership for change that focusses on achieving transformation across the Council and the Suffolk system in the context of fewer resources
- Ensure that national and locally agreed performance standards are reflected in the work of Public Health and communities
- Empower people to understand complexity in systems and facilitate the co-production of strategies and plans.
- Work with the Knowledge and Intelligence function to ensure an ‘evidence led’ approach that incorporates local and service intelligence alongside data to inform priorities and activity.
- Provide mentoring to colleagues within Public Health and Communities, transferring skills and knowledge where appropriate.
- Ensure that the Public Health and Communities has appropriate representation on relevant strategic partnership and facilitates the connections between different forums, partnerships, and functions
- Budget Management and the achievement of savings plans when required for services within operational control
Skills and experience
- In-depth knowledge of legislation, guidance and national policy relevant to the role.
- Significant experience of having successfully managed services within a local authority and/or large, multifunctional organisation with comparable scope, size, and complexity
- Proven ability to challenge existing practice, provide leadership and make a positive contribution to the provision of services, delivering cultural change to embed the improvements whilst maintaining performance
- Proven leadership skills with the ability to create a vision and inspire people to deliver
- Proven experience of delivering services with an emphasis on quality, innovation, and efficiency
- Ability to recognise strengths and talents of team members to support them to realise their full potential and deliver high quality outcomes for the service
- Experience of leading teams through change, including motivation skills to ensure staff understand business drivers and take ownership of their responsibilities.
- Proven ability to train and develop staff and create high performing teams
- Self-confidence, perspective, and emotional intelligence to facilitate open and honest relationships and discussions to ensure the effective delivery of services
