Pay Rates:  £18.00 per hour PAYE inclusive of holiday pay 

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5.30pm

MAIN PURPOSE OF THE ROLE

The Compliance & Governance Lead provides senior operational leadership for compliance, assurance and governance activity within the Temporary Staffing Service (TSS). The post holder is responsible for ensuring that all bank and agency workers engaged by the Trust meet statutory, regulatory and contractual requirements, in line with NHS Employment Check Standards and Trust policies.

The role leads the development, implementation and monitoring of the TSS compliance framework, oversees audit and assurance activity, and delivers high-quality compliance intelligence to support safe staffing, risk management and informed decision-making. The post holder supervises day-to-day compliance activity undertaken by colleagues and acts as the senior escalation point for complex, sensitive or high-risk compliance issues.

Key Responsibilities

Compliance, Governance & Assurance

  • Lead and manage compliance and pre-engagement checks for all bank and agency staff in line with NHS Employment Check Standards.
  • Develop and implement audit programmes covering Right to Work, DBS, professional registration, mandatory training, and agency files.
  • Analyse audit results to identify risks, trends, and non-compliance, and implement corrective actions.
  • Act as the senior escalation point for complex or high-risk compliance issues.
  • Produce assurance reports and compliance intelligence for senior stakeholders.

Data Quality, Reporting & Workforce Intelligence

  • Prepare routine and ad hoc compliance dashboards, exception reports, and trend analysis.
  • Conduct data quality audits across ESR, HealthRoster, TRAC, Locum’s Nest, and related systems.
  • Collaborate with Workforce BI to ensure consistent definitions, robust methodologies, and accurate reporting.
  • Support improvements to data collection, workflows, and standard operating procedures (SOPs).

Operational Supervision & Quality Control

  • Supervise and allocate tasks for TSS Administrators, ensuring quality assurance and adherence to KPIs.
  • Monitor team performance against statutory requirements and agreed timelines.
  • Provide training, guidance, and support to colleagues and agency partners.
  • Ensure a standardised, auditable approach to onboarding and ongoing compliance.

Stakeholder Engagement & Specialist Advice

  • Serve as the Trust’s subject matter expert on temporary staffing compliance and governance.
  • Build and maintain effective relationships with managers, agencies, BI, workforce, payroll, and education teams.
  • Present compliance risks, audit findings, and assurance information at relevant forums.
  • Provide clear, professional guidance on complex or sensitive compliance issues.

Requirements

  • Significant experience in temporary staffing compliance, workforce governance or recruitment within the NHS or a similarly regulated environment.
  • Strong knowledge of NHS Employment Check Standards, including Right to Work, DBS, professional registration and mandatory training requirements.
  • Proven ability to analyse compliance and workforce data, produce assurance reports, and identify risks and trends.
  • Experience of supervising staff and maintaining quality standards, KPIs and audit processes.
  • Excellent communication and stakeholder management skills, with the confidence to provide specialist advice and escalate complex compliance issues.
