Enforcement Officer

Location: Havering

Duration of booking: 5 months with possible extension

Pay Rates: £16.28 per hour PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

About the Role

We are looking for a committed and professional Civil Enforcement Officer to join the Highways, Traffic & Parking team within the London Borough of Havering. This is a critical frontline role where you'll help ensure our streets are safe, accessible, and well-regulated by enforcing parking regulations fairly and consistently.

Whether on foot, by pedal cycle, or using a council vehicle, you will patrol on- and off-street parking areas, identify contraventions, and issue Penalty Charge Notices (PCNs) in accordance with legislation and service procedures.

This is an excellent opportunity for a customer-focused individual with strong communication skills who enjoys working outdoors and interacting with the public.

Key Responsibilities

  • Patrol designated areas to enforce parking regulations.
  • Issue PCNs using handheld devices and body-worn cameras.
  • Respond to public queries and complaints in a professional and respectful manner.
  • Record and report abandoned vehicles and signage defects.
  • Attend daily briefings and provide witness statements when required.
  • Maintain accurate and timely records in line with legal requirements.
  • Ensure equipment is operational and properly maintained.
  • Foster positive relationships with the public, colleagues, and enforcement partners such as the police.
  • At least 2 years’ experience in civil parking enforcement, with a solid understanding of relevant legislation and codes of practice.
  • Strong communication skills and the ability to manage potentially challenging interactions with the public.
  • Good knowledge of health and safety practices, especially when working alone.
  • Experience using PCN processing equipment and software.
  • A commitment to customer service, fairness, and professionalism.

 

 

Desirable Requirements

  • Full, clean UK driving licence and/or valid CBT certificate.
  • Willingness to ride a pedal cycle.
  • Experience working outdoors in all weather conditions.
  • Ability to work shifts, including weekends, in line with operational requirements.

Additional Requirements

  • Must have or be willing to obtain a Basic DBS certificate.
  • Must maintain confidentiality and comply with data protection regulations.
  • You may be required to work at different council sites across the borough.
  • Flexibility to undertake other duties in line with the role.
