Pay Rates: Up to £47 per hour Umbrella or £43 per hour PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

JOB SUMMARY 

  • Our client is delivering a new state of the art mental health hospital for working age and older people. 
  • The new hospital will provide 54 inpatient beds, indoor and outdoor therapeutic spaces, fresh cook catering, a neuromodulation suite and office space for clinical staff 
  • To lead on all aspects of operational delivery for the programme of work to transition inpatient services from the Department of Psychiatry. 
  • To be responsible for the development and delivery of the operational programme to ensure effective preparation and transfer of services to the new hospital including workforce preparation and training, familiarisation for staff and service users, strategy for equipment procurement and provision, development and implementation of operational policies and procedures. 
  • The postholder will be required to provide leadership, engagement and support to clinical and support services to ensure delivery of cultural, technological and organisational change. The post holder will need to work in partnership with clinical leads and clinical staff at all times throughput the programme. 
  • Work with the Programme Team to update staff and provide single point of contact to design, develop and obtain approval to final elements of the project for example, room layouts for wards, outpatient and other areas within the new and existing buildings. 
  • Work with the Technical Design Lead to approve fixtures, fittings and equipment samples for new hospital buildings in line with Trust Standard products and support the approval of any new products through the Trust's Product Review Group. 
  • Work in partnership with internal and external stakeholders including the Trust's Executive Team, East Sussex Divisional Leaders, the Programme Director, clinical and support services staff, Estates and Facilities, IT, Human Resources, Technical Design Leads, Construction Commissioning Teams, Local Authorities, Integrated Care Board, NHSE, patients, families, carers and Experts by Experience. 
  • Following the opening of the new hospital to continue to provide programme support and leadership during the initial six month transition phase 

 

Skills and experience 

  • Extensive knowledge and expertise across a range of clinical and managerial 
  • service areas within the broad spectrum of health and social care 
  • Programme / project management experience of large scale projects 
  • Management Qualification 
  • Prince2 Practitioner 
  • MSP Qualified 
  • (Managing Successful Programmes - OGC) 
  • Professional Registration 

 

SCOPE & AUTHORITY 

  • Developing and delivering the operational programme to support the transition from the DOP.
  • Lead on all aspects of operational delivery for delivery of the programme 
  • Lead on reporting against the programme plan using programme management methodology 
  • Working across all staff groups (clinical, operational, estates & facilities, HR, finance etc) to support the transition from the DOP
  • Knowing and understanding the overall prioritises of the Combe Valley Programme 
  • Assisting the Programme Director, Senior Responsible Officer, Divisional Triumvirate and other key stakeholders in managing a safe and timely transition 
  • Representing and making decisions on behalf of the programme at the appropriate level as delegated by the Programme Director 
  • Representing the programme at internal and external meetings as required 

 

Strategic Development and Corporate Leadership 

  • Work in partnership to create a clear strategic direction for services in line with national and Trust Policy and ensuring the delivery of the identified benefits from moving to the new environments. 
  • Provide strong leadership/influencing skills in the development and implementation of the clinical service models and working practice change.
  • Promote/influence a service culture which promotes innovation, and which delivers qualitative service developments and improvements to patient care. 
  • To influence/facilitate effective patient pathways and enhanced multi-disciplinary working across all teams, and to work in close partnership with the key clinicians and managers to ensure the delivery of high-quality care in the new environments. 

 

Project Management and Leadership 

  • To lead on all aspects of operational delivery for the programme of work to transition inpatient services from the Department of Psychiatry 
  • To be responsible for the development and delivery of the operational programme to ensure effective preparation and transfer of services to the new hospital including workforce preparation and training, familiarisation for staff and service users, strategy for equipment procurement and provision, development and implementation of operational policies and procedures. 
  • Work with the clinical and operational leads to provide positive leadership, direction and project management to the clinical and operations workstreams to enable the Trust to fully implement the transition
  • To ensure the development and delivery of associated operational policies to support the implementation of clinical service models, working practice change and operational commissioning of services within the new hospital. 
  • Project management will include the requirements for clinical and service user participation in the monitoring of the transitional plans and associated service changes and improvements that impact on the new hospital's designs and/or programmes. 
  • Liaison with managers and clinical leads who are involved in the transformation and/or transition of clinical processes. 
  • Inform and champion the development of effective clinical processes/operational policies and well-functioning multi-disciplinary teams, and to ensure the new developments enable the effective delivery of the clinical service model 
  • Work closely with the Division Leadership Team, Programme Team ensuring that the integrated commission and transition programmes meet implementation timescales. 
  • To ensure active involvement of service users, carers, staff and staff side organisations in service planning and evaluation, including the management of the Trust’s appointed service user representatives. 

 

Operational Commissioning 

  • Development and delivery of the operational commissioning strategy and programme to ensure effective transition of all services to the new hospital; including workforce planning and development, familiarisation and training, change management, strategy for equipment procurement and provision, development and implementation of operational policies and procedures.
