Position: Band 8a Programme Manager

Summary:

We are looking for an experience Programme Manager to lead complex Trust-wide transformation programmes from inception to completion. It will ensure programmes are delivered effectively and achieve the intended measurable impact and outcomes for service users, carers and staff. 

Location: Hatfield, Herts, Hybrid working possible – at least 1-2 days on site 

Job Type: Temporary 

Duration of booking: Expected to last 3 months with possible extension to 9 months depending on budget 

Proposed start date: ASAP

Pay Rates: Up to £34 per hour Umbrella or £29 per hour PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am – 5pm

Job Description: 

  • Programme management: Lead a Trust-wide programme to implement 5 clinical pathways, using a programme management approach to coordinate the workstreams (training, communications, digitisation and pathway development), and ensure milestones and objectives are achieved.
  • Stakeholder management: Lead regular workstream and programme meetings with stakeholders including senior clinical leads, operational leads, and experts by experience. Ensure meetings are action focussed and decisions are made, and that all programme stakeholders feel involved and aware of decisions, progress and their actions. Set agendas, chair/facilitate where appropriate. 
  • Delivering discrete tasks and problem solving: Work directly with the senior programme and clinical leads to identify and troubleshoot issues, manage risks, and deliver discrete tasks as required within each workstream to ensure the programme progresses. 
  • Change management: advise and lead on ensuring the pathways programme is successfully embedded in the long term. For example through enabling staff are motivated to implement the new approaches, and setting up systems to ensure sustainability beyond the life of the programme.

The following skills are particularly required: 

  • High level of organisation and ability to deliver at pace
  • Excellent stakeholder management – adept at quickly building relationships and trust with stakeholders at all levels and professional groups including service users and carers
  • Experience of working as a programme manager in an NHS Trust or similar organisation
  • Knowledge of mental health services and ideally experience working with clinical pathways 

PREVIOUS EXPERIENCE SKILLS/KNOWLEDGE/ABILITY

  • Experience of project management, including manging complex projects and programmes 
  • Experience of leading and delivering programmes of change, preferably within a multi-disciplinary environment
  • Line management experience
  • Experience of working in the NHS, Local Government or voluntary and community sectors
  • Excellent presentation and communication skills; written and oral. 
  • Ability to communicate and build effective working relationships at all levels 
  • Ability to influence and motivate staff to engage with and adopt change 
  • Appreciation of service user and carer perspectives in improving health services
  • Excellent organisation skills, including the ability to plan complex long-term programmes of work covering a broad range of activities
  • Knowledge of a broad range of project managements tools and techniques, and ability to apply them in practice 
  • Innovative and strategic thinker with ability to recognise underlying causes of and overcome barriers to change 
  • Ability to critically analyse financial, performance and clinical data sets and clearly present conclusions 
  • Excellent problem solving skills
  • Well-developed IT and digital skills
